What is the purpose of whistle blower policy in the private company ?
How a employee can take benefit if the management harassed/defame/ a employee in past ?
can any body describe it ?

Whistle blower policy has to be to safeguard an employee if he wants to expose some wrongdoing in the company. The purpose would not specifically be to protect employees against "defamation/harassment" etc.
Does your company have one? Read it and then you'll understand what purposes would it serve.
Each company would have its own policy - so very difficult to give a standard answer (some might not even have one).

Do we need a Whistle Blower Policy or a culture in organisation ? A document with guidelines cannot inculcate values . The guts to speak about a wrong doing and against the authorities , while being a part of the system, needs a fostering culture.
Look into the apathy and intolerance to feedback received by the people in power . Your guidelines would be best written after understanding them.

I adore Ms. (Cite Contribution)'s post. She is certainly right. A policy is defined to thrive similiar output and understanding in a group. Besides, culture is generally cultivated by the management team. Working environments are not same across the board and we know postivity in the work culture comes through "See and Do" method. What you see from the seniors is what you do.
Maintaining a culture of 'dignity at work', reap the benefits to over come even a whistle blower policy. Many companies do not need any other external help to create a platform for the culture among themselves.
