As per the PF act, minimum ceiling of employer is 780/- along with administration charges. But, now i want to know that act where it has mentioned. I have gone through the The Employees' PF fund and Misc.Proivisions Act, 1952 ( Act 19 of 1952).

Hi S G PF contributions for both employee & employer shall be restricted to the ceiling limit. Ceiling limit for PF wages is 6500/- 12% on 6500/- is Rs. 780/-

The act defines the ceiling of Rs. 6500/- with respect to coverage and not the contribution. If you calculate 12% of 6500/- it comes to Rs. 780/-.
Secondly your understanding that 780/- is the ceiling and is inclusive of administrative charges is wrong. Administrative charges are over and above Rs. 780/-.
