In this regards we have compelled to wear the ID card to every one.

You can check all these things in the policy of the ID Card
The policy should comprises of duration of renewal , whatever suits your requirement,you fix the time frame,duration of validity of id card varies from 3- 5 years.
You can select different colors depending on your company climate.
the next aspect is, if the card is lost then what to do ? like penalty and FIR
Hope it will serve your purpose.

This is not only your organization problem most of the other organization have the same problem like yours, so i have some suggestions as below and i hope it might be useful for you,
1- Ask the security guards in main gate to ask staff to show their ID Card to them when they are coming to office
2- staff without ID Card they should register them self like as a visor
3- in the senior management meeting emphasize this issue to all senior in order that they implement on their departments this rules

Think if such a policy is really required - why introduce unnecessary bureaucracy if it does not serve any real purpose.
But if your organization is really huge (say 1000's of people) and several people come and go into your office which has several sensitive areas where you might not want any outsider to go - you probably would need such a policy.
In that case, send out a communication to the employees as to why it is important to wear I cards through the day and convince the top management to help you implement it.
Leave the extreme measures to the last.

Our some of employees are not displaying ID card. I have informed to our Sales manager to do so but she never follows the rules.
We have already informed to every that those we are not wearing ID card will be penalised by Rs. 50 still no one take it seriously.
Could you advice me suggestion to implement the rules or warning letter for those who are not wearing ID card.

As one of the members said that if your organisation is Huge and the influx is high then display of ID cards should be a must. The best way to implement the same is leading by example,
1. Convince your senior management to display the ID card in first place. If the senior management displays the ID card then the person displaying the ID card has a moral right to ask the other person for reason of not displaying the ID Card.
2. Put up a general notice requesting all employees to display the ID card at all times, when in premises. stating the reason for doing so.
3. Fines and punishments will not work well as employees will always point to the senior management who, if not complying with the guidelines, are normally let off.

3. Employee card is must for employees for various reason like, attendance/ discipline/ verifications/ address proof etc but its not mandatory for attendance purpose for an small organization but they can provide the id cards for marketing purpose because to my knowledge its cost effective marketing solution for small organizations.
