Dear Ravinder,
Pl don't mind me to say this but your query is not understandable. The question is related to PF or ESIC?
Ok, from I get; your company is not registered in PF but contributes for ESIC. May I ask the total strength of employees in your company?
Your question started with PF & ended with ESI !!! ?? New comers are members in last organization for what - PF or ESIC?? If it's ESIC then there is no issue as you too provide that but if it is PF then you can ask them to withdraw the same (presuming your employee strength is below 20 employees & company does not have PF reg no.)
What is it that you would like to be guided upon?

Dear Ravinder
As per my understanding of your query u already mentioned that your organisation is not deducting pf since your organisation is showing every employees basic salary more than 6500. In this context i would like to pass an information that as per the epf act minimum salary slab is 6500 and for ESI Minimum salary slab is 15000 per month. Since in your organisation more than 10 employees salary is below 15000 so they are going for esi deduction.
Hope i am able to clear your doubts.

Dear Ravindra,
Could you share, how many employees are working in your organisation.
If employees strength of your organisation is less than 20, there is no question of deducting PF contribution from employees since EPF Act not applicable to your company, but
If employees strength of your organisation is 10 or more company will be covered under the ESIC and there is no other option you have to deduct on their gross salary those who are drawing salary 15K or below.
