Answer to your question is - Yes. You need to approach the local authority with an application in prescribed form alongwith documents of your business commencement, documents of your office premises etc. You need to pay the registration fee depending upon the numbers of staff you employ. Even you employ no one, you are liable to register yourself as an establishment and pay the registration fee.
