Dear All, I would like to know that who is the authorized person to sign in permission slips of employees to leave the company before working hrs closed or coming by late in the morning. Whether the admin manager is the responsible person or the HR Manager is the responsible person.

It depends up on the company's policy. In the absence of such policy, normally it shall be the authority to whom the employee reports for work, if such authority has been delegated to him as per practice and in the absence of such practice, the Head of the office/Department shall be the Competent Authority.

Though it depends on the company's policies, logically & common sense dictates that the day-to-day official activities of any employee are tracked only by his/her superior officer(s). How would the HR come into the scene--unless the Reporting official complains to HR of any misbehaviour?
If you don't have a policy in-place, suggest prepare one so that you won't have any communication gaps or misinterpretation issues later.

Dear All Thanks for suggestion. how ever if an employee wants to leave the company earlier. are they don’t want to get permission from the HR department?

Can you give the reasons why you think that the employee should get permission from the HR dept?
In fact, it could be much better if you give the ACTUAL situation you are facing--rather than asking a generic query, to which the members have responded.

yes.
the situation is our company is automobile dealership(Sales & Service). we have structure like admin dept is common for both were as HR dept is separate for sales and service.
recently the sales HRM resigned from the job now myself taking care of it. am just 25 years old. yesterday admin manager called me and told that here after you don't sign in the permission slip, that is come under admin part. in service hr manager or hr executive can sign that's our mutual understanding but you don't. and he highlighted as per law its admin part. that's why am asking.
one thing i know very well all are in service hr and admin dept has Eco with me since last few months.

Dear Member,
departmental heads/ duty supervisors may be given the authority within the limits of company rules say two times late coming & early going (one hour late or early going) in month.
There should be specific format need to be developed but at very ouset you need to get it approved from the competent authority.

you need to create process for permitting the employee to come late or leave early. This is the role of time office in charge. Normally, the responsiblity of running the floor rests with floor manager (production manager). HR dept's responsiblity is to put the process in common to run the business smothly and at the same time controll the whims and fancies of managers with biased decisions and which may give raise to the differences and lead unrest between employees and managers or company. Hence, You may prepare a prcess document in consultation with all managers responsible for running day today business and understand current practices , keep all suggestions and ideas together then seek approval from MD whose ultimate authority to sign policy documents and responsible for the results of the business. you can even suggest the no of times max. permissible in each case, else, give some flexi hours in a month to arrive late or leave early in each permission subject to max time allowed in a day. This will help to develop a common rule in the entire organisation.

Normally the permission slip is signed by he Admn Manager/ Asst.Manager etc from the Admn department only. HR is there only to formulate and organise the procedure etc. They need not come in the picture as long as the procedure and conditions are followed by Admn. There must be a slip containing the name of the employee, depat etc as well as his roll no. that slip must be submitted to the admn and get the sanction.
