As per the Saudi Labor Law, the minimum wages is SAR 3000/- The amount can be considered as Gross Salary and further it should be divided in at-least 3 heads, say Basic (60%), Housing (20%) and Transportation (20%). You can also add some other head as per your company's policy & requirement. Also, the proportion of different heads differ from company to company.
As the above said amount is the minimum wages, it is applicable for "Unskilled Saudi Employees". For skilled like Engineers or other categories, it should follow the law of minimum wages. Salary and other benefits depends up on the negotiation and the policy & requirement of the company. But it should be more than minimum wages i.e. SAR 3000/- in any case.

Can we decrease the housing and Transportation allowance for the saudi?..because i made some research, some of the company , there transportation is 10% and Housing 25%?.In your giving numbers for housing and transportation is this both figure is base on the company policy or from the law?.

You can go ahead with the desired proportion. The Combination (60% + 20% + 20 %) is the standard but it differs company to company. Specially, Saudi Nationalities emphasize of getting more of the proportion in Basic & Housing. The reason behind that is they will be benefited in GOSI amount (as GOSI for Saudis is 9% of Basic + Housing from employee & and 11 % of Basic + Housing from employer side).

The discussion you have started is very interesting. Salary for any employees Saudi's or Expat's is based on the companies internal salary brackets and capacity to pay and mostly are based around Saudi Labor Law to be on safer side. Please do note that contracting companies differ by and large from the direct staff's of companies and here lies the difference in the breakup of salary, which in most case are better with direct staff.

On an average accordingly to my analysis :

Unskilled Categories (5th pass to High School with few technical/computer course) - Basic SR1500-4500

Skilled Categories (Exp 3yrs and above with min higher Diploma or Graduation) - Basic SR6000-25000

Also I would suggest you review <link outdated-removed> ( Search On Cite | Search On Google ) an www.gulftalent.com salary surveys, which is worth considering.

Are those figures are define by company policy or labor law?..
How about in skilled, if saudi employee doesn't have any experience, (fresh graduate) is the figure applicable for them?..

1. Above are as per current market trends as per my own re-search. They are as per company policy and not labor law. Labor law does not define salaries but policies. Salary is discretion of the company which follow's "terms of contract".
2. As already mentioned fresh graduates are paid as per companies capacity. There is no written law for what should be paid as base salary. but time to time the Saudi Ministry declares the base salary for their Govt Staff. With my experience, freshers with Engineering Degree demand and do get salary around SR3500-6000 or higher basic above in major contracting companies, EPC companies. No Engineer, I have seen accept salary less then this. Remeber, Security guard with 4yrs experience get Sr3500 and above.
Saudi's are currently in great demand and the salary offers is now at higher side due to compulsory Saudization and ofcourse retaining talents. Higher Attrition is noted with Saudi staff across verticals.

I have access to very good compensation and benefits data at KSA and UAE as I have done JE AND Compensation & Benefits Benchmarking there. I have also prepared a Benefits Menu for both countries that can be a good reference for organizations trying to develop their own compen and benefits structure. But we sell these data.

I have a copy of the KSA Labour Law and have studied the various corporate policies of big companies there. My observation is that the Housing Allowance being provided therein is equivalent to three (3) months salary, but distributed monthly (e.g. If MBS is SR 4,000, then monthly HA is 12,000/12 or SR 1,000).

This is roughly 25% of the basic monthly salary. But some companies would rather provide free accommodation/ housing to their employees, esp those whose MBS are small because rental now in KSA is quite high. Hence, if the company provides free housing, then some companies do not give them any HA at all. Even Western Expats with huge MBS are sometimes not given their housing allowances anymore, as they are given free housing and security benefits. But, the treatment for Saudis HA is different as they are given the 25% HA regardless of their MBS.

The Transportation Allowance (TA) is generally a fixed amount, and never given as a percentage of the monthly basic ---- although those with higher salaries get more than those in the lower job grades.
