Underlaying one's behaviour or attitude towards work, there are aways hidden values and motive. These values and motive are the "drivers" that motivate on to achive something. Try to find out WHAT he needs most.
This has to do with competency as well. Competency is he combination of learnt skills, knowledge and behaviour/attitude that are required to get job done. One may has the S & K, but he might not show the required behaviour to do the job. This has to do with his intention.
Come with job decription first which stated the required competemcies. Get those who show such competencies during interview. Understand WHY they like to work in the co.

Dear Jayaprakash,
Manager is supposed to motivate staffs working under him/her. However, if manager requires motivation then that person is not truly manager. Managers supposed to be self-motivated. A manager who requires motivation or requires external factors to generate interest in the work then probably that person has not understood what manager-ship is.
Whatever organisational goals are there based on that manager should devise department's goals. Now this has to be done by the respective manager. Possibly General Manager may give him some help. But then 80% or 90% of the ground work that manager has to do. Correction GM may do.
Ob-boarding of the new entrants is the part of the manager's work. Have you prepared SOP for this? Let the manager follow the SOP.
You need to be little more clear on what is your requirement and why you are doing this exercise. Are you a student or working professional?
Ok...

Dear Mr. Jaya Prakash,
1) Could you be kind enough to let us know, to what extent your manager is MOTIVATED by his superior.
2) I hope his superior has complete overview about his operational strategies/working style.
3) Is your manager having good interpersonal relationship with his team members? If yes, i am sure, there are bright chances for him to get motivated through his team members as well.

Mr Jayaprakash,

In your query Manager is INCHARGE of few SECTIONAL HEADS and further EMPLOYEES below them. How to motive the MANAGERS ......... (or) sectional heads..... clarity is required.

The duty of Manager is to get the work done through their Sectional Heads and the sectional heads will assign the work to their workmen below.. this is heirarchy in any organisation.

Motivation is required for the new entrants or semi-skilled workmen. The sectional Head elevated to his position with his skill and through his hardwork with perfection and must have command on his workmen. Sectional Head or divisional head will be treated as SKILLED STAFF. The Manager is one who is an experienced in the trade who commands well over his subordinates, guides them in right direction wherever required.

Manager should be a good administrator to get things done through his section heads within the time frame with perfection in the work with less wastage. Any problem with the semiskilled workmen not able to tackled by their section heads, the Manager's duty is to sort out and provide them suitable solution and put them in the right track and give moral support for the smooth flow of work.

Dear Sir,
Immediate Superior is the best judge to ascertain the capacity of subordinates.
You being Manager is the best judge for your subordinates(section heads)
The Section Heads are the best judges for their subordinates.
All should sit and ascertain who are the best persons/skilled persons.
