Kindly give a format with suitable language to generate a Draft for taking a necessary action against the employee, who is caught red handed in theft.

Why you want to issue a letter to contract employee, that needs to be taken care by contractor. Obtain a complaint from the security and hand over the worker to the police and ask for replacement from the contractor. Contractor need to handle the issue.
If the employee is directly recruited by you under contract employment then obtain a complaint from the security, hand over to the police obtain the FIR. Let the police complete the process. In the meantime pl. discuss with your legal consultant / company lawyer for further action.
