Dear all my seniors. my self sima. i dot have much more experience. presently i am working as hr executive in a company. i dot have any senior hr who can assist me. but here the management is not good. so how can i help the employee.

But the management is not ready to spent a single money on employee. Even all the employees are getting their salary after 15th. so how can i convince the employees. it is also their rite to get salary in time. please suggest me how to handle the employee & the management.

The employees form unions and associations because of this type of attitude of employers. One day the employees they temselves go to labour department and lodge a compalint against the management under payment of wages act then or once the employees decided to form a union then only these type of managements will reliaze but by that time it is too late and nothing can be done.
I believe that it is not the place for professionals to work hence better to look for alternatives.

In this kind of situation you can learn IR in-depth. You have to instigate the workers to file a complaint against the management. At the same time the management should not know that you are the cause for all. so that the Govt.official will send a corres. against the management. That will be a fearing factor for the management and then the manag. will seek your help to solve the problem.
Subsequently, you can do Justice to the workmens as you wish,

This is a gr8 opportunity for you if you will handle these type of problems then that will be a gr8 achievements for you. Think about what you have to do according to priority of work. Plan it and execute it. specially asked management for at least one more personnel for HR dept.

After this letter , see the difference if you find the employer is not taking seriously than send a annonymous letter to - Labour office , Shop & Establishement Inspector , and HRD mininsrty and cc to your employer .
I think this will build pressure and things will fall in right place.

Dear sir, but the number of employees are very less(10). Though there is requirement but the management dot want to hire any1. but the performance of each employee is good. Actually there is requirement of new employees. problem is only through phone i can contact with my boos. He stays in Canada.everything i have to manage & for that i have to take permission from his father who is very old & not aware about present organizational structure. For a single money i have to take permission from him who stays here. so how can i manage.

Your case in quite interesting. List down the various issues, which in your opinion, is not correct from the statutory point of view and also ethically not justifiable. You haven't yet disclosed the name of your organization or rather the segment that your company is in to and the location of your factory/organization. Further you also have not mentioned the total number of your workforce (both the blue collars in the shopfloor and the white collar office staff). A critical evaluation can be done only after your have all these data with you. Also look into the company's performance for the last 5 years in terms of overall turnover and the bottomline revenue.
Resorting to union or creating pressure on the management indirectly are the tactics to be used as a last option, because, once you start indulging in these activities, you lose your focus on real time action which, you as HR need to do to bring the situation under control.
If most of these issues are a result of ignorance of the top management, then ofcource, you can definitely work your way out. Otherwise, it's better to gracefully quit and look for a different employer who is professional.
