Dear Etiksha,
HR manual is set and Employee handbook is subset.
Employee handbook contains abstracts from HR manual. Handbook is distributed to every employee while joining and any change made. HR manual is for HR department.

HR Manual is a Policy document maintained by the Company.
Employee hand book, on the other hand, is a document of employee on company policy.
HR manual is a reference book on policy matters with exhaustive details. But employee hand book, is having
policies in brief with the objective of making employees aware about company polcies on various issues.
Thanks.
