Factories Act is applicable to any premises where a manufacturing process like making articles or polishing atricles or repairing them or converting any raw material into a finished product is carried on and employs 10 or more workers insuch manufactuting process, if ppwer is used in such manufacturing process or 20 or more if no pwer is used. Where as Shops and Establishments Act is applicable to any premises where only trading and commercial activities are carried on but no manufacturing activity is carried on. Thus Factories Act cannot cover a shop and Shops Act, a factory.
