For 700 employees your budget of 20-25 lakhs is too high. Moreover why are you trying to disclose your budgets. I am sure you will get lots of inquiries from various vendors.

- Are you kidding ? 20-25 lakhs for payroll & hrms software for only 700 employees. With this budget you can buy entire company developing such softwares.
- By disclosing budget in advance, you are encouraging vendors to inflate prices.

Going in for Readymade Payroll software in the market might be risky for so many reasons. Why can'nt you hire few of the proffessional programmers and develop it exactly as per your requirements ? There are numerous advantages of this, given the fact that every organisation has its own strategy for payroll apart from some statutory returns like PF, FPF, ESIC, PT, TDS etc.
In todays' s/w market, you will find this application s/w, from few thousands; but always keep futuristic vision. Do you have branches? then you may need net linked s/w. Further apart from user friendly, it should have latest language as development tool, in view of maintaining the system through years to come.
