i have got a letter from the company on feb-11, stating that, i will be getting an increment in my salary by 2000/ Rs ( retrospective from November-10)
i have also received the march-11 salary, in which there is no change (5 months)
the salary slip also shows nothing about the increment, even the managers are not aware of what is happening to the company.
what should i do

Your letter mentions the date within which the increment would be in effect. Please look for the date when it would be disbursed. In case it is not mentioned in your letter, please check with the HR team .
Generally the bonus and hikes are rolled over a period to retain the employees.

Check it out with the rest of employees... If its same with you all than speak to the HR Exe, regarding this and at the same time put a mail keeping your boss in loop. If its your case only that put a mail with attaching the scan copy of the increment letter.

Dear All,
As per my understanding check the effective date of increment. It may happen due to some problem in payroll.
For any clarification its better to interact with HR department as they are the best to guide you.

Take it up with some Senior Manager..its a cause of concern ???? has this been intimated to the payroll section check with them also....May be u got a letter which by mistake has not been marked to them......

If all documentation are correct and still you are not getting all the benefits which has stated on your latter (offer letter/Increment letter/Promotion letter). you have intimate HR along with written notification and xerox copy of each document. and then take OC signature of other copy and then hence forward if the company is not taking reliable action you can sue on your company in labor court.
It depends on you which method you have to follow.
