Dear senior, I am working as an HSE officer in 400 kv transmission line . i want to prepare workplace emergency plan. Pls give me guideline.

As a Policy Level-

Constitute an ERT ( Emergency Response Team), in line with Safety Committee and fix a head for this and few matured members under him. Keep on train them for emergency.

Prepare a list of possible mishaps and address the problems in detail to prepare a Emergency Preparedness Policy with clear role to each assigned persons.

At Shop floor level-

Very first you have to prepare a detailed drawing with entry and EMERGENCY exit points.

Fix a Safe Assemble Point just outside the Main Building with ear marking places for each Department. This to assemble in the case of emergency and take attendance and to assign works.

Check list to check the proper working condition of Ambulance, First Aid room, Siren, Hydrants, Buffer water storage tank, Hose reels etc.,

List out and fix the location for all Fire Extinguishers and First Aid points,and display it wherever possible.

Fix Glow stickers where ever required.

whenever possible arrange for Mock drills.

Look at managing the Emergency response program in two ways; the first one is "The on-site Emergency Plan" involving all the personnel available in a shift. Here you need to work out all that can go wrong(Accident/incident) at your work place, Current controls available to prevent this "event" and should it happen, what action would be taken and who are the personnel who are responsible. Always include a first aid plan for every accident/emergency situation. Mention electrical isolation procedures to be followed in the 400 kv yard.

The off-site emergency plan would include all the external agencies like the fire brigade, hospitals and first aid centres/first aid units, sub-station, load dispatch centres, factories inspectorate, labour office and actions to be taken with regard to each one these external agencies in the event of an emergency situation.
