can anyone tell me what skills a recruiter must have

The most important skill of a recruiter is listening skills.
First, a recruiter should ensure he/she does understand the job-content very well. The recruiter should know what competencies the manager is looking for.
While meeting the candidate, the recruiter should be neutral. No personal feelings. The job of the recruiter is to check if there is a match between the profile the manager is looking for and the skills the candidate has and would like to use.
The recruiter has to be able to summerize after an interview what the reasons are why he/she thinks the candidate should or should not be hired. This has to be based on facts and not just on feelings.
