the question is :
" you work for a firm of HR consultants and have been engaged by the organisation to design a performance management system for a particular section of their staff."
team supervisors in a local government authority
the authority's structure has a number of large division, headed by a director, each providing a particular service, for example social service, housing services, education services. within each division there are between five to ten departments each providing a particular service for example housing repairs.
each department has a manager with four or five supervisors reporting to him/ her. each supervisor has a team pf between 10 to 20 staff covering a particular local area.
each department has a set of annual service objectives, which are linked to the strategic objectives of the division and ultimately to those of the authority as a whole. each team is required to deliver services to support the departmental objectives.

it is the performance of the team supervisors that need to be managed.
each department has a set of annual service objectives which are linked to the strategic objectives of the division and ultimately to those of the authority as a whole.
managers expect supervisors to work together to share knowledge and ideas and to try out new methods of working efficently. moreover managers are also concerned with the variety in each quality of team supervisors.
