If an employee leaves a job & then joins other company after one month of gap, then his EPF contribution has a break. Then what are the disadvantages in this case? Should he transfer or withdraw his EPF? Will the benefits of EPS be lost?

it is better to withdraw his PF because PF withdraw with in 2-3 Month and if u go for transfer it's to delay like 4-5 month and u have to follow them and procedure is long that's why my suggestion is u have to withdraw his PF
other wise as per your choice

Regarding PF : either you may transfer or withdraw the amount, according to your choice. If you wish to transfer, one month gap will not make any problem.
Regarding pension the gap will be treated as non contributory period. Accordingly non contributory period will be deducted from the pensionable service. Single form of form 13 will do for transfer of both PF and EPS service.
