There's a diff b/w IOM and internal letter. IOM is also known as Field Memo sometimes. IOMs are very informal and are used in innformal communications while internal letters are formal communications and can be refered in future. Int. letters can be used outside the organization as reference by the addressed. Formal proceddings may be done on internal letters. Int letter is wirtten in letter heads and bears signature to the appropiate authority. Int letter must have Memo number/reference number. IOM amy or may not have memo/ref number.

Fact-finding and situational analysis.

Making recommendation to the top management.

Preparing a written policy statement.

Discussing a proposed policy statement.

Issuing a written statement of policy.
