Everything starts with right kind of recruitment. Most of the problems can be obviated at this stage. HR plays big role over there. But make sure that to do right recruitment, you need to have well developed and updated Job Descriptions.

Second thing HR can do is upgrade the skills of the employees constantly. Maintaining desired skill level is perennial challenge, HR can handle it by imparting training.

Third thing HR can do is to plan the career of the employees. If employees know their career path then naturally they get motivated. By laying the career path, we can groom them for the future positions.

The fourth thing that HR can do is to design measures of performance for every department and for every position. Recruitment can be based on measures of performance and employees' performance appraisal can also be based on these performance measures

The fifth thing HR can do is to take surveys like Employee Satisfaction Survey. These surveys bring out various issues related their morale, motivation, job satisfaction, welfare etc. HR can design their policies accordingly.

Hope this reply satisfies you however, there is a hitch also. How many companies in India give authority to HR to do all this? That is anyone's guesswork!
