If i get your query right ...i.e. how to withdraw the PF amount if employer is not attesting the same....
You can get the forms attested from the Branch Head (Manager) of the Bank in which you own a savings account. Attach a covering letter to RPF Commissioner regarding the same and deposit all the docs. in his office.
