i was given absconding experience certificate though i have given them proper resignation letter the day before i stopped going to work........i was not able to serve my notice period because of health reason...i have clearly mentioned this in my hand written resignation letter......when i asked my HR person in my ex-company they were saying i have given my medical documents after 3 weeks time and i haven't turned up to work........they even have lost my first resignation letter and made to write a new one during the time of exit formality which happened after 4 weeks the time i gave the first resignation letter........will this certificate affect my carrier please provide me some suggestion

Its very painful to read all these things...
But one thing I would like to say.....I have learned in this corporate world to keep everything in written format that to be through mail.....
Thats a proof which you can show whenever it is needed....
Answer to your query , If u r joing a company whose reference check is very strong then yes,it will affect.....
But one thing is going in my mind ...why you have accepted that absconding experience certificate????

As rightly said by Anupama it would affect if the hiring company is going for reference check and you should have not accepted a Absconding Experience certificate which means you are accepting you have done a mistake. ( i am saying this hoping that you really had a health issue and you company lost your first resgination letter)
If you have good relations with your boss speak to you them and ask the Hr to provide new Experience letter, or wen you join next company give them your previous offer letter and last month pay slip, tell them openly you have not served notice period due to health reason hence you dont have experience letter.

But I have a few queries.

Sorry to say this, but your wording in this posting doesn't give any confidence that you were really sick.

You seem to have taken 'for granted' that you 'will' be relieved.

If you were really sick, you would have at least informed the new company you were to join--as things/problems were unfolding here.

Another point--a medical cert that one is sick doesn't take 3 weeks-I am sure you must have taken medications--based on some Prescription of the doctor. And no company would refuse to accept it as 'not valid'. The plain fact seems to be: you didn't make any such effort--again a pointer to 'your not being really sick'.

I am not saying here that there aren't companies who ignore employees [especially those who resigned]. But unless you have documentary proof, there's no way you can be heard. And such proof must also adhere to some semblance of Timing. And in these days of Internet, informing others [in your case your Employer] isn't much of a hassle like it used to be earlier--when letters have to be sent by registered post/courier, etc. And today even High School children have their own e-mail IDs. And what about the mobiles everyone has today--couldn't you have informed your boss? Again a pointer to: you didn't make any such effort.

Coming to what to do now:

If your relationship with your boss was good while you were working there, suggest you speak to him and request him if he you can give his name for Reference Checking, if that situation arises in the future. Basically he should be able to cover your Performance at least & give some independent view of what happened. But if your relationship with your boss wasn't good, frankly you have a tough time ahead.

The worst-case scenario is: look for companies who don't do any reference/background checks.

i did give my medical certificate in few days time but they wanted me to undergo medical testing as just the medical certificate is not enough so underwent all the testing needed thats why it took 2 weeks for me.......tajsateesh you may think i'm making stories ....the fact is worked in a bpo industry coz of taking back to back calls i got problem with throat.....b'coz of attrition my tl wasn't ready to give early relievement.......today i spoke with my TL for getting a proper experience certificate and he said will speak to the HR manager through offline to make changes in my certificate .......i have resigned my job on 21 nov 2009 and did the exit formalities on 28 dec after that i got into ITIS Domain in a different company(contract basis) on jan 4th ................IN my certificate they have mentioned the years of experience and was also mentioned like he was absconding and hence releiving him from the services of the organisation as per the company policy employee as to serve 30 days notice period but he served zero days period so made him to pay the shortfall during the exit formalities.....this certificate was sent to me only this week..............please let me know if they mention like i was absconding due to health health reason and hence releiving him from the services of the organisation ..........will this change sufficient enough for my certificate problem
