Dear Deepali,
Introduction of KPI based measures is a good management initiative. However, it has to be handled with due sensitivity, lest it may do more damage than good. You need to train your managers on not only on performance management but on change management also. All of a sudden if you bring measures that put into the question the ability of the managers, there could be resistance from them too.
