Hi there,
For you to have a proper appraisal system you need to decide which system your organisation would like to adopt. One of the most proven effective appraisal system is by measuring performance by objective.
This means the organisation sets annual objectives for the whole organisation which are divided to divisions/ department. These objectives are cascaded up to individuals levels. These objectives are been translated to Key Performance Indicator (KPI) for each individual. These are their annual target which are going to be measured against.
This system goes along with sets of generic competencies, which is agreed by the management. And other competencies which are job related which can be obtained from individual job descriptions of employees
Don’t forget that an appraisal system is tied to incentive system and bonus at the end of the year.
