Thats is a good way to keep the recruitment team motivatied .....
A person will be happy and motivated to receive a fixed salary as well as incentives .
For Recruiters in corporate : INcentives need to be divided in the following way
- Offer made - certain percentage .
- Joinee - certain percentage but higher than offer made
- Closure of requirements (Project based) -certain percentage .

Fixing incentive slabs for each type of position recruited is one method.
You could also include weightage based on time taken to recruit as compared to standard recruitment lead time for each position.
