Thanks for your response. I need skills matrix for HR Personnel for Recruitment, Benefits and Compensation and Training. Position level is Associate level--still rank & file but with 1 to 2 subordinates ("leader" level in our company).

Each sub function require require different skills and also at different level it will change.. some skills will remain common to all in the entire function. It also have the dependency on the organisation / industry you work with.
You can get ready made copy past skill matrix but that may not be the optimal answer. I would suggest you list down the skills you believe each sub function / role require to deliver at optimum level.
Once you complete the list, check at what level of expertise you need for each of the skill. This will have huge influence from the organisation / industry you work with. you then needs to validate that with people around.
