Thank you for your information on Sick Leave for various states.
Would like to know Whether Sick Leave will lapse after 2 Years.
i.e if someone had not availed Sick leave for 2 Years he would have accumulated 24 days sickleave. in the third year, will he have sick leave balance as 24 or 1 please.

Hey Vijaya,
Its' usually is as per companies internal policy and management discretion. Example, som ecompanies has policy where one can accumalte SL for 3 years and then it lapse or they give encashment for part or only 50% etc. It varies from companies to companies, and if your company does not have the policy, please frame it immediately.
SL is a cost and will effect the company benefit budget.
For guidance one may refer the State Govt or Central Govt Employee Benefit plan for SL and its encashment. They usually are the best guideline to start with.

Sick leave and Earned leaves can be accumlated year on year based on Management decesion.
Some companies allow the employee to encash leaves if they are not able to accumlated leaves for next year
But most companies considering on employee interest they allow to accumulate year on year.
