Dear HR Colleagues
I have observed a lot of confusion regarding number of leaves and types of leaves and how to create a leave policy, etc.
I had similar issues while formulating and evaluating my organization's leave policy too. So I did a bit of internet research on the various Shops & Establishment Acts regarding Leave Provisions. My findings were limited to the following states only:
Maharashtra, Karnataka, Andhra Pradesh, Delhi, & Uttar Pradesh (Noida).
Please note that this report refers to all establishments governed by the Shops & Establishment Act only, along with the Model Standing Orders. Provisions under Factories Act are not included.
I am attaching the file below:

Dear Samar
I found only a few states that have an Act specifically for National Holidays & Festivals i.e Karnataka, Kerala, Tamil Nadu & Punjab.
The National Holidays & Festivals Act as per the central government is actually The Weekly Holidays Act and does not specify the number of National Holidays or Festivals.
To answer you query, Delhi does not have a specific Act for National Holidays & Festivals. Delhi seems to be covered under the Delhi Shops & Estb Act and has 3 mandatory holidays as per the Act. It would also be governed by Model Standing Orders (Central Rules). So you would have to go by those guidelines.
On an average though, most companies provide anywhere between 8-10 paid holidays depending on their leave policy.
