Dear Ratti Wahal,
Penalty for non registration in Haryana is provided under section 13(6) of the Punjab Shops & Commercial Act, 1958 as applicable to State of Haryana which may be read as under:
' Section 13(6)-In the case of contravention of or failure to comply with the provisions of this section, the employer shall be, on conviction, to fine which shall be not less than one thousand rupees but which may extend to three thousand rupees along with the prescribed registration or renewal fee, as the case may be'.
For other penal provisions you may go through section 20(5), 20(6), 21(2) & 26 of this Act. Book on this Act & Rules are available in the market on book sellers which kept records relating to Factories Act.
