Hey Sector 15,
1. Ofcourse start applying for job, immediately with your taget salary in mind.
2. You are a perfectly fitting profile for Admin and Hr - Asst Manager position.
3. Ofcourse with your IAF background, you can good opening in Administaration as Asst Manager, Head or higher if you are able to have a win-win case for the company.
4. The HR in corporate world is bit different from your area of expertise but I am sure with time you will master them soon, infact faster.
5. Suggest course : first search the Citehr. Thousands of advice around and I am sure you will gather what you have to do and specialise. If you still have to do something immediately to fill your inquiring mind...do short term course in HR certification etc.

My two cents worth.
Corporate HR is different from Defence Admin. You need to prepare yourself for it. You will get a job without it also, but it may not be as paying. Moreover you will need to learn on the fly which will hinder your normal progress.
I suggest that you do 1 year executive MBA from any of the good colleges in Delhi. MDI , Amity, FMS etc. You will be better equipped. You should be getting a better job. And by the end of your studies, the recession would also have eased out and you will find a good job.
All the best.
