Hi Hari Priya,
People are the working associates of the organization and Process is the one which we are following as like a rules of the organization. And I don't know why you are comparing these two resources of the organization at a time and at what circumstances you estimate the worth of those.
I am explaining from what I have understood from your question. Associates of the organization will be more valuable whereas most of the organization are hardly following the process and most of them are just following the process as a burden task.
It would be better to give more clarifications, if you come with an example for your question.

People are more important in the organization than the process. As cell is a minutest and basic foundation of the body system, same goes for people. They are the building blocks of an organization. Process is a certain set of procedures which is a variable factor that keeps on changing. Success of process depends on its people who are running it. I would go for people oriented approach rather than process oriented approach.

People and process are like husband and wife in a family? Both are important but have different roles.

If you dont have the right talent, there is no point in huge investments and expecting business to take place. Because business is not just investment of money - its also investment of ideas.
And there is no point in having a brilliant idea/process/infrastructure sans the right talent.
Its better you use a case study for such a query, so that you can put questions forward and people can give you more input. Else - it does not help us understand your context.
Define what you call people here - is it the customer? Is it talent in Organization?
Define your process here - Is it with the entire support of technical/environmental infrastructure - or something else. Be more detailed, there is no harm.

Without valuable people, process cannot take place. But, in all likelihood, people are the key factors which determine the process to take place in an organization.
Without people, an organization is nowhere in existence, hence people can be put at the first place and then follows process.

An efficient way of working is to create back up for every process. There should never be dependency on one person. So processes are running even in the absence of the concerned person.

Before, people are the resources/assets, now we can say that they are the capital of the Organization (Not based on the Accounting concept). Process tells how to do the things. People and process are interelated in pertinent to the smooth operation of a concern/performance.
