Dear Atif,
I tough times of recession people are first to go because they are easiest to cut. but recession last only a few years and when growth returns you need the people. it is imperative they are retained. Instead of downsizing, look for other measures for increasing the productivity, like - training, Zero budgeting, automation of processes etc.
In fact I believe 70% time of the HR is involved in the operations like payroll, interview process etc and 30% time in strategic development of the talent, where as it should be vice verse.

if you are able to do this than you would never be facing such kind of situations.

Recession is the time to decide - what are the areas that need to be focused, for better prospects.
People need to remove those areas that are nt productive and build a more stronger business module. Cutting on people will nt solve the purpose. Its easier said than done I agree.
But if everything was easy in life - there is no purpose of "Sense of achievement"
