The reply depends on the purpose of using the psychometric test. If you are using it for the training purpose then the training manager should use it. If it is being used for any other purpose, eg; Selection, Promotion, Competency mapping, etc - the HR Manager is the right person to use it.

either you could appoint/outsource it to a consulting firm to do the tests
OR
there are many organisation which conduct the certificate courses for theses tests. After getting the certification you could conduct it yourself.

Dear Krupa,
Its very simple. Of the two who ever is competent, should conduct the tests and its period. An organization is not a place for EGO trips and when it comes to psycometric tools, only authorised or competent people alone should deal with it.
When I say authorised or competent person, I mean the one who is certified to do so.
