It's a good topic for discussion.
In my opinion the accuracy to rate (performance, abilities, skills etc) comes by experience. One has to be a doer (of the task, which he/she is rating) before judging others. Your achievements & reputation in that field will be respected
and so will be the "RATINGS" you give to others !!
Thus - Good raters are not born, they are made (by experience, by practically involving in that field, by proving to the World - the best WAY of doing things).
I am sure, if you give it a serious thought, even you will feel that this should
be the most justifying answer.
Request the seniors to let us know their opinion on this.
