A person am suspecting made some fraud and dragging client. I don't have the proof but he trying to make a clean image and he just resigned and showing the low that if he completes the notice period then by law am bound to provide an experience certificate. Is this right?

There is no law which force you to provide service certificate to employees who leaved the organisation after serving
Company.But it is ethical to provide service certificate to employees.
In your case if you have proper evidence then issue a chargesheet and then initiate a enquiry.If your charge is proofed then you can mention regarding
this in service certificate.
