It is interesting to see your manager is asking an intern a question relating to law. In fact many managers do like this, they give a task to their juniors to find out a way out of an issue, and once it is obtained, present the same to the top management as if the same is his own findings!!!
Coming to the question, I would like to say that profession tax is a tax on the revenue and not necessarily be tax on salary paid. In respect of employees it is the duty of the employer to deduct PT from the salary paid to employees and remit it to the local administration. In respect of employees whose wages are paid by some one else (contractor/ third party / outsourced partner) that person should deduct tax from their salary and pay it to the LSG. No way, the employees engaged through a contractor be spared from paying tax to the local authorities. being the principal employer, you shall also ensure that the PT has been paid to the local administration by the contractor.

The answer is Yes , if the individual's earning is more than Rs 20,000 requires to pay professional tax. In Tamil Nadu ,those who are salaried or self-employed are eligible for payment of professional tax. It is essential to know being an HR intern because in future you have to deal with staffs & contractors too.
